DGCA Rules & Regulations
- Drone Classification (Nano, Micro, Small)
The Directorate General of Civil Aviation (DGCA) classifies drones based on their weight:
- Nano Drones:
Weight: ≤ 250 grams
No registration required, but must follow safety rules. - Micro Drones:
Weight: 250 g to 2 kg
Requires UIN and basic operating permission. - Small Drones:
Weight: 2 kg to 25 kg
Used in agriculture for spraying.
Requires full registration, UIN, and pilot permit as per DGCA regulations.
These categories help identify regulatory requirements and permissible operations.
- UIN (Unique Identification Number)
A UIN is similar to a registration number for drones.
- All Micro, Small, and higher category drones must have a UIN.
- The UIN must be printed or displayed on the drone.
- Helps track the drone, operator responsibility, and compliance with government rules.
- Pilot Permit Requirements
To legally operate a Kisan Drone, the pilot must have:
- Remote Pilot Certificate (RPC) issued by a DGCA-approved Drone Training Organization.
- Age requirement: 18–65 years
- Knowledge of drone rules, flying skills, maintenance & safety.
- Medical fitness is required for safe operation.
This ensures only trained operators handle agricultural drones.
- Digital Sky Platform Usage
Digital Sky is India’s official portal for drone registration and permissions.
Operators use it for:
- Registering drones and obtaining UIN
- Applying for flight permissions (NPNT – No Permission, No Takeoff)
- Checking airspace maps (green, yellow, red zones)
- Applying for Remote Pilot Certificates
- Reporting incidents or drone loss
All legal drone operations in India must follow Digital Sky rules.
- No-Fly Zones & Safe Flying Areas
DGCA airspace is divided into:
- Red Zones: No flying allowed (airports, military areas).
- Yellow Zones: Require special permission; controlled airspace.
- Green Zones: Free to fly up to the permitted altitude for certified pilots.
Agricultural drone spraying must always be done in green zones or permitted yellow zones.
Operators must avoid:
- Airports
- High-security zones
- Crowded public areas
- National parks
- Border regions
- Insurance & Compliance Guidelines
- All drones (except Nano) must have third-party liability insurance.
- Covers damages to people, crops, or property during operations.
- Operators must maintain:
- Flight logbook
- Maintenance records
- Chemical-handling safety compliance
